Z22SE Can't Pass Emissions

Hello,

I have a 2002 Astra Convertible with the Z22SE engine, which currently cannot pass emissions. Stuff I have done:
- New spark plugs
- New ignition coil unit
- New O2 sensors
- New universal catalytic converter for engines up to 2.5 liters (old one was cut out)
- Fresh 10W40 oil, filters, and MANNOL Motor Doctor additive
- Checked EGR, it works
- Revved the engine out on the highway several times

There is no smoke when idling or at low RPMs and emissions are okay in that range...
